BRASC MINUTES November 12, 2005
Meeting called to order and opened at 2:00 PM

September minutes approved, due to being approved out of order during the October BRASC. Motion made by Doc T. Seconded by Dean H, Passed by consensus
Michael C. brought up a possible Tradition Violation…. "Friday night group is behind in rent by $190.00. It affects NA as a whole, because it affects how people in charge of that meeting facility looks at NA groups. It also touches on group-conscience…Is it group conscience with only one home group member?"
Doc T. "It’s more like a $300.00 deficit due to blah, blah, blah, blah. It’s been brought to my attention due to my involvement with NA, which is what Michael was talking about."
Denny V. "The Wednesday night group is discussing the possibility of absorbing the Friday night group. Coulee Council gave me a letter a month and a half ago….. (Lost in the discussion at this point…) Personally I think what needs to happen, I feel each group is autonomous, Coulee Council entered into agreement with the Friday night group. It’s Coulee’s problem. If they want to kick out the Friday night group, so be it. I think that Wednesday night will hold a meeting Friday night as well then, in that case. I don’t think Area has to pay for what the group didn’t and Coulee needs to deal with it. "
Dean H. "Where does the group stand Gary K.? I know the meeting passes the 7th tradition basket. Are the funds accounted for?"
Gary K. "Since Coulee has went to $60 a month, we haven’t been able to touch that…. We get about $35 a month. It was my understanding that we were down to $100 and I wasn’t going to be able to pay because all my money goes to rent and utilities. No, the funds are not accounted for."
Chair asked Gary K. questions about funds, and asked Gary K. to bring back a financial statement of funds in bank and how much was owed to Coulee Council of addictions.
Gary K. "I am overdrawn at bank for approximately $285 because of bounced check.
Doc T. stated he was willing to go with Gary K. to the bank. He suggested that they close the account A.S.A.P talking to bank about non-profit organization account, and talking to Coulee Council with him as well.
Motion made by Stacy P. to take a break. Seconded by Julee M.
Doc T. Brought up another possible Tradition Violation. "In order to use coach house, we have to have a member of their church involved there. If so that means it is a tradition violation to move there.
Chris B. "This is not so."
Denny V. " I asked to move the Wednesday night group there, and they told me that you had to be sponsored by a member of that church in order how have use of that space."
Dean H. "Did the church make you aware of that when you went there?"
Julee M. "I don’t know enough about it..."
Chair Debbie S. "Have activities call coach house Monday, and ask if we need a church member sponsor us to be affiliated. If so that is a tradition violation and we cannot move their.

New Business Roll Call: Chris B. moved to not retake a roll call 2nd by Dean H. MOTION F01-111205 Maker Brent H. Not 2nd(Moved to be tabled by Stacy P 2nd by Chris B.) To pay back Brent H. $2.48 for calculator and for 4 stamps to mail out 4 checks to reimburse those who had registered for the convention. Intent: To reimburse Brent H. for services rendered. Tabled till December 10, 2005 MOTION P01-111205 Maker Chris B. 2nd by Dean H. To change 4.02 of the BRASC Guidelines to state: A quorum shall consist of a simple majority of active member groups. If a member group is not represented at two consecutive BRASC meetings it shall be accorded "inactive" status for the sake of quorum computation at the end of the second meeting. Active status shall be returned upon said group(s) representation at the BRASC. Intent: To better define quorum in relation to active groups. Referred to Policy by Cheri M. 2nd by Chris B. Michael C.- Group Conscience…. Meaning it’s a group other than one person, also it is different than group vote.
Denny V.- Group Activities…. I really appreciate Winona’s successful Halloween party. I would really like to see Area have functions like this. Our Area functions suck! I was wondering if we should have group sponsored Area functions. I think it would be great. I would like to encourage all groups to look into this.
Chris B.- Topic was already talked about during activities. We have a problem in this Area called Unity. Groups not visiting other groups to help out…. Saying F&$@ you, we’ll do it by ourselves, instead of working together. Instead of having 3 functions a month, have 5 successful functions a year that supports Unity and we all get to do what we want, and meet the other people in our area.
Debbie S.- Unity is the problem… We hear about all the other functions, but not our own. The bottom line, we really need to carry the message to the addict who still suffers. Not so much worry about $, yes it can cost money, but it’s not our primary purpose.
Dean H.- I have been a member of Narcotics Anonymous for years. I’ve seen rooms plumped full of people for speaker meetings, and dances. There was a time when Activities was getting things done well, and it got to be not enough. How much do we expect other people to do? I want to be part of the solution, not the problem.
Doc T.- Other Areas come out with a yearly calendar so people know where, what, and when activities are. Regional now has such a calendar. It has only very few of our activities on it, but not enough.
Mike F.- Reminded everyone on principles before personalities
Denny V.- It takes not only discussion, but follow through!

RCM: I will be attending WRSC at inner-city Milwaukee convention which is being held in the Excel Inn, I have floor space available for concerned addicts wishing to attend. All available flyers are here to be taken to your home groups. Help yourself! I have regional literature order forms to order literature from region service office. Make an order, and give me cash or check. In love of service, Doc.T.RCMA: I am doing well serving in this capacity. "Doc" and I will be at WRSC next weekend, which is being hosted by Inner City Area. I will be checking on facilities to host September 2006 WRSC in Sparta or Tomah. Dean H. Secretary: I am a little frustrated, I meet at Area, I would like some patience from Area, I hope to have the ability to serve BRASC with everyone in mind, and the Co-Secretary position is open. I would like to apologize to anyone who didn’t’ get their minutes, or got more than three copies. I had gotten really confused and really didn’t’ know what was being suggested to me as the best way to do it. I will be only sending out the minutes via email to the BRASC yahoo group mailing list, and message board. Unless otherwise specified. Policy: We are doing well as a sub-committee. There will be a motion on the floor regarding verbage. No major changes at this time. We are looking for a Vice-Chair, and Secretary. The verbiage change is to be consistent with the spirit of CBD. So far, I can see a necessary update. This update being Facilitator, and Co-Facilitator, instead of Chair, and Vice-Chair. Within this next sub-committee cycle, I am willing to help the Activities sub-committee revise their current guidelines, in order for them to be inline with the Area guidelines. ILS, Dean H.

Outreach/Additional Needs: Our attendance was excellent this morning. We would like to thank the newcomer Amber for attending and please Keep Coming Back, for your service is welcomed. We meet the second Saturday of the month at 11:15 am at Riteway in LaCrosse, WI. In the matter of old business we discussed the flood meeting attendance of the Gateway Group in Sparta, WI. There were twelve in attendance; the average attendance for that meeting is normally three or four. Moving on to new business, we have two flood meetings planned. First one is on December 13, 2005. That is Tuesday night at 6pm in Tomah, WI at the Tomah VA. In those who are attending, please meet at Brent H’s house prior to meeting so we may enter the facility together. Please call (608) 317-3602 for more details. Second, the next flood meeting is scheduled for Thursday January 12, 2006. We will be meeting at Jules’s Coffee shop (corner of 4th and Pearl Street) LaCrosse, WI at 5:30pm. We will be traveling to Spring Grove MN, for the meeting at 7pm. Everyone is welcome to attend and support outreach help the groups in need of carrying the message to the addict who still suffers. Thank you for all Outreach members for your service. Convention AdHoc: We are doing reasonably. We need more trusted servants. We would like to put on a BRASC convention in 2007. There are a lot of positions open. We have started over after the controversy during the last month. However this area has instructed us to go about the business of putting on a convention and that we will do to the best of our ability. A New Vision: No reportAmethyst Group: No report Back to Basics: No report Friday night step & tradition: We are OK. Average attendance: 20-25 Newcomers: 1 We meet at Coulee Council 921 West Ave South (Wheel Chair accessible) every Friday night at 7:30pm. All service positions are still open. The Friday night group is in dire need of home group members. Even if you are here temporary, why not maybe make a decision to make any group your temporary home group. Gary K. GSR Gateway NA : Our group is doing well. We have a strong core of home group members. Next month we will hopefully be starting a new meeting on Mondays at 1600, pending on church board approval. We are currently on step 11. Average Attendance: 6 Newcomers: 3 We meet Wednesdays at 1200, and Thursdays at 1900. At 210 North Court Street, Sparta WI. We have the GSR and GSRA positions open. Dean H. Acting GSRI Can’t We Can/We Do Recover: We are doing fantastic. Average Attendance: 15-20 Newcomers: 3 We meet on Mondays at First Congregational Church 161 W Broadway Street Winona, MN and Thursdays at St.Mary’s School Library 1313 W Broadway Street Winona, MN. Gratitude Dinner on Sunday November 13, 2005 at 5:00pm and speaker at 7:00pm. Average Attendance:12 Newcomers:2 We meet Sundays at 7:00pm, Tuesdays at 7:00pm, and Wednesdays at 7:00pm. We would like support in attendance. Michael C. Acting GSR Main St.: No report Midday NA: No report New Beginnings Group: We are doing well, no changes yet. Average Attendace:35 Newcomers:2 We meet in the basement of the Neuman Center 1732 State Street, (Use the Main Street entrance) every Monday night at 7:00pm. Raven C.H. GSR New life Basic Text: We are doing Okay. We started to read the Just For Today Meditation at our 7:00pm meeting. Average Attendance:5-20 Newcomers: 1-3 We meet at Noon and 7:00 pm every Sunday at the Viterbo Student Development Center. Unsure of what exact positions are open, Bob W. is pretty much doing them all. Amber C. GSRA Prairie Dogs: Attendance is up! Pretty soon we’ll need a bigger room. We continue to buy literature and distribute it to newcomers. Average Attendance: 18 Newcomers: 4 We meet at Villa Success 121 S Prairie Street Prairie Du Chien WI on Tuesday nights at 8:00pm. Mike F. GSR Saturday Morning Basic Text: No report Saturday Night Alive: We are doing good. Thank you to Outreach for the flood meeting and support. We are sincerely grateful to all who help keep our doors open.
